I'm in the San Antonio TX region. It allowed me to apply for the account online and input promo code. Just waiting on yes or no decision for account, then will fund when I return the signature card to branch.


I figure I can deposit $1 from ING or Paypal a week to cover the transaction requirement and it's an easy $100 for me in 3 months. Plus they do $0.05 back per check card transactions as well which is a plus for me.
